The current Juncker Commission has made a political vow to make Europa social again. And it is slowly starting to deliver. In November last year, European leaders finally agreed on the "European Pillar of Social Rights".

Shortly after, Commission President Juncker announced his "Social Justice Package" during his State of the Union address. One of the substantial proposals is the establishment of a European Labour Authority (ELA) to be presented in March 2018.

The EU Commission justifies the need for such a cross-border authority with the increase in labour mobility in the EU: Today, 16 million EU citizens work in another Member State, and 1.7 million commute daily to another EU country.

A few weeks ago, European trade unions intensively contributed to the public consultation on ELA. They expect an effective instrument to safeguard and enforce workers' rights in the European labour market. Cross-border wage and social dumping must finally be tackled effectively, as many workers have been victims of unfair practices by posting companies for numerous years.

Will the new EU Labour Authority ensure that EU labour mobility rules are implemented and enforced throughout the Union? Will cross-border control and cross-border enforcement of administrative and criminal proceedings finally become practice in Europe?
