Ten years ago, EU institutions adopted the Regulation on rail passengers’ rights. According to the Commission, the time has now come - based on its recommended amendments - to “strike a balance between strengthening rail passengers rights on the one hand and reducing the burden on railway undertakings” on the other. Hence, from a passenger point of view, the Commission proposal, which was published at the end of September 2017, contains both some improvements as well as critical points.

In principle, the Federal Chamber of Labour (BAK) supports efforts to achieve increasedinteroperability of toll payment on European motorways. Being professional drivers, many of our members have to carry with them a multitude of on-board units, the existence of which simply cannot be justified for “technical reasons”. Unfortunately, the proposal fails to include any precise starting points for the elimination of this grievance.

In general, the Federal Chamber of Labour (BAK) supports the development of the Eurovignette Directive towards more cost transparency in freight transport, because the companies engaged in the commercial carriage of good have to pay for the infrastructure costs and consequentialcharges on a polluter-pays principle in all Member States.

The present proposal introduces an EU-wide system for the monitoring and reporting of CO2 emissions from and fuel consumption of new heavy-duty vehicles. The establishment of a central database for all newly registered vehicles, starting in 2020, at the European Environment Agency aims to help achieve a greater level of transparency, innovation and competition. This proposal is embedded in EU initiatives on climate action and forms the basis for a new EU CO2 standard for heavy-duty vehicles.

This difficult question was debated during a panel discussion on July 3 in Brussels, in which the Austrian Transport Minister Jörg Leichtfried and the Swedish State Secretary Mattias Landgren took part and that was organised by AK EUROPA, ÖGB, DGB and the Swedish Trade Union Confederation.
